Selon la loi provincale, la ville d’Ottawa peut exiger des entrepreneurs jusqu’à 85% du coût de la nouvelle infrastructure. Mais Ottawa exige moins de 50% et le reste est payé par les citoyens.
Ottawa elected a rookie “zero means zero” tax increase mayor in 2006, even though all the incumbent councilors (who ran for office again and got re-elected) knew better than to make such a promise. Now the mayor is imposing his agenda with an iron fist and the city is scrambling to find service cuts everywhere to fit his agenda.
I sent the following e-mail to my city councilor.
The revenue from development charges continuities was 80,8M$.
If the rate is currently less than 50% the cost of the new infrastructure, than a max increase to 85% would bring in an extra 57M$ a year.
How much does the city need to cut in order to reach the Mr. O’Brien’s zero means nothing target?

Dear Mr. McGuinty,
I am writing to you to indicate my support of Donna Dillman’s hunger strike calling for a moratorium on uranium mining in Eastern Ontario.
This crisis represents both a challenge and an opportunity. The challenge is the ever increasing world energy demand while preserving ecosystem integrity, bridging the conflict between settlers and First Nations and maintaining healthy communities. The opportunity is a sane energy policy, one focused on energy efficiency, renewable forms of energy and the capacity of taxpayers to sell back to the grid. May I refer you to an article in the May 31st 2007 edition of The Economist which reported a study by Vattenfall, a Swedish power utility. The study reviewed abatement costs of energy efficiency and production measures. It found that, at a macroeconomic level, energy efficiency measures would produce savings and economic growth whereas energy production measures would not.

8 juin 1995. Dans une province qui a voté conservateur pour la majorité de son histoire, le parti de Mike Harris emporte, avec 44,8% des votes de la province, 63% des sièges. Février 1997, le gouvernment de M. Harris annonce qu’il fermera Monfort. Heureusement, S.O.S. Monfort et plusieurs autres acteurs sont venus à la rescousse.
Revenons aux résutlats des élections. Comme dans toutes élections depuis 1937, que le parti gagnant soit conservateur, NDP ou Libéral, ce parti obtient une plus grande portion de sièges que le vote populaire le désire. Les verts ont contribué à l’atmosphère festive de la Parade de la fierté gaie ce dimanche dernier 26 août à Ottawa. Plusieurs candidats fédéraux (PVC) et provinciaux (PVO) étaient présents, incluant Frank De Jong (chef, PVO), Greg Laxton (Ottawa-Centre), Leonard Poole (Ottawa-Vanier), John Ogilve (Carleton-Mississipi-Mills) ainsi que Julien Lamarche (Ottawa-Vanier, PVC) et Quais Ghanem (Ottawa Sud). Jeanie E. Warnock, représentante de l’Est de l’Ontario sur le conseil du PVO, était aussi présente.

Dans cette lettre à M. Patten, représentant provincial d’Ottawa-Centre & Mme Broten, Ministre de l’Environnement de l’Ontario, je demande au Ministère de rejeter ou de refaire l’évaluation environnementale de l’expansion de la 417 proposée par le Ministère du Transport de l’Ontario. Selon la lettre envoyée au Ministère par la coalition, il n’y a pas eu assez de consultations et les alternatives au transport privé n’ont pas été considérées. Bonjour Mr. Patten & Ms. Broten,
I write in order to let you know about my support for the “request a rejection or bump-up of the environmental assessment (EA) being conducted by the MTO for proposed infrastructure for Highway 417 (Ottawa Queensway) from Highway 416 to Anderson Road” that was deposited February 23, 2007.
I believe that accommodating for additional private motorized vehicular traffic is unwise considering the health, social and financial impacts this would have on any city.
It is time to acknowledge the challenges of the 21st century. It is time for the government to recognize that sustainability is the solution to these challenges. Walkable, low-pollution, healthy cities.
Cities where if you don’t have a car, you don’t die.

Programs intact for now but “gapping” staff will weaken service provision
OTTAWA – The Ottawa Budget Coalition is pleased that programs and funding are protected in the 2007 city budget, but says the “tax freeze compromise” and the “gapping” of city staff won’t solve long-term problems.
“While we are happy about the funding for the community sustainability plan, we remain concerned about what kind of cuts we will face next year,” said David Hole, Executive Director of the Southeast Ottawa Centre for a Healthy Community. “Because of the decisions taken today, we will face tough decisions within a year about how to deal with chronic funding shortfalls.”

We, the undersigned, call on City Council to keep its environmental promises to the people of Ottawa.
In recent years, Council has approved important environmental plans, such as the City’s Air Quality and Climate Change Management Plan, but has refused to provide City Staff with the financial resources necessary to keep Council’s commitments.
As a result, Ottawa’s environmental performance is falling further and further behind other Canadian cities, with direct impacts on the health and quality of life of its residents.
With this in mind, we call on Council to invest in the health and prosperity of our city and to make the environment a priority during the upcoming budget discussion.
