Selon la loi provincale, la ville d’Ottawa peut exiger des entrepreneurs jusqu’à 85% du coût de la nouvelle infrastructure. Mais Ottawa exige moins de 50% et le reste est payé par les citoyens.
Ottawa elected a rookie “zero means zero” tax increase mayor in 2006, even though all the incumbent councilors (who ran for office again and got re-elected) knew better than to make such a promise. Now the mayor is imposing his agenda with an iron fist and the city is scrambling to find service cuts everywhere to fit his agenda.
I sent the following e-mail to my city councilor.
The revenue from development charges continuities was 80,8M$.
If the rate is currently less than 50% the cost of the new infrastructure, than a max increase to 85% would bring in an extra 57M$ a year.
How much does the city need to cut in order to reach the Mr. O’Brien’s zero means nothing target?

Chris Tindal, candidat fédéral pour Toronto-Centre, a fait une présentation à un événement appelé Power to Choose.
La Table ronde nationale sur l’environnement et l’économie, un organisme qui a le mandat d’explorer “de nouvelles occasions d’intégrer la conservation de l’environnement et le développement économique”, recommande dans son rapport intérimaire une taxe sur le carbone pour encourager la réduction des gaz à effet de serre.
Cette recommandation s’ajoute à d’autres recommandations semblables faites par Don Drummond (Économiste en chef, Banque TD), le magazine The Economist, l’économiste Mark Jaccard, Le Conference Board du Canada et plusieurs autres. En effet, l’étude de Mark Jaccard (C.D. Howe INstitute) démontre qu’une telle taxe serait bénifique pour l’économie à long terme.
Le Parti Vert du Canada est le seul parti qui a le courage politique d’inclure dans son plan de lutte contre le changement climatique une taxe de 50$/tonne de carbone. Cette initiative serait parallèle à une diminution de l’impôt ainsi que les taxes que l’employeur doit payer. Cette stratégie permet d’augmenter la demande d’emplois et le revenu des contribuables, tout en diminuant la pollution.
En effet, nous croyons qu’une économie écologiquement durable est une économie en santé. Nous avons étudié cette question depuis notre fondation en 1983. Nous avons les solutions pour les défis du 21ième siècle.
La réforme fiscale écologique est un aspet clé de l’économie verte. C’est un mécanisme qui fonctionne à votre avantage, vos sous, nos petites entreprises et les fermiers du Canada. Elle reflète 3 des 6 valeurs vertes du Parti Vert du Canada:
Programs intact for now but “gapping” staff will weaken service provision
OTTAWA – The Ottawa Budget Coalition is pleased that programs and funding are protected in the 2007 city budget, but says the “tax freeze compromise” and the “gapping” of city staff won’t solve long-term problems.
“While we are happy about the funding for the community sustainability plan, we remain concerned about what kind of cuts we will face next year,” said David Hole, Executive Director of the Southeast Ottawa Centre for a Healthy Community. “Because of the decisions taken today, we will face tough decisions within a year about how to deal with chronic funding shortfalls.”

We, the undersigned, call on City Council to keep its environmental promises to the people of Ottawa.
In recent years, Council has approved important environmental plans, such as the City’s Air Quality and Climate Change Management Plan, but has refused to provide City Staff with the financial resources necessary to keep Council’s commitments.
As a result, Ottawa’s environmental performance is falling further and further behind other Canadian cities, with direct impacts on the health and quality of life of its residents.
With this in mind, we call on Council to invest in the health and prosperity of our city and to make the environment a priority during the upcoming budget discussion.
